Add detailed SETUP.md for Windows Flutter setup and Android testing

The current README provides a high-level overview but lacks step-by-step guidance for new contributors — especially those on Windows using Flutter for the first time.

Suggested additions:

• Recommended Flutter SDK version and channel (flutter doctor output example)
• Android Studio setup steps (SDK components, AVD creation, accepting licenses)
• .env creation with API keys guidance
• Common problems (e.g., microphone passthrough in emulators, API key errors)
• Example run/test commands (flutter pub get, flutter run, flutter doctor --android-licenses)

Proposal:
Create a new SETUP.md and link to it from the README. This will greatly improve onboarding for new contributors and students.
