scanner not working

i have installed cookiescanner and CookieScanner --help gives correct output but when i try to scan website for cookies like this command
CookieScanner cli --headless --html cql.html covenantsql.io
returns

CookieScanner: error: start debugger failed: Get "http://localhost:9222/json/list": dial tcp [::1]:9222: connect: connection refused, try --help

(not a code owner here, but hi!)

Is the cookie scanner and the website you are trying to test on the same computer? if you are using localhost they have to be - if one is in a docker container, you can't use localhost to reach it.
