$Options condition in JSON manifest always evaluates to false.

In the JSON manifest parsing, the PLASTER_Options variable has a bug where the condition evaluation always evaluates to false. I found the issue and submitted a pull request. This is really great work. I absolutely love the new direction, It is so much easier to use. Once that bug was patched it worked great. I just submitted the pull request to let you find the problem as quickly as possible. Feel free to implement the fix however you see fit. You guys have done a great job.
