7.0.0 crashes on framework 4.7.2 using VS2019

Describe the bug

Project compiles fine using 6.1.4. After upgrading to 7.0.0 we get:
Error "vbc.exe" exited with code -2146232797 and Visual Studio crashes. If I open Task Manager it shows low memory which is not the cas.e

To reproduce

Downgrade to 6.1.4 and problem fixed. Upgrade to 7.0.0 with no other changes and we get the error.

Expected behavior

Nuget upgrade should be transparent as I understand 7.0.0 is compatible with .net framework 4.7.2.

Please provide more details about the compilation errors you are observing.
