Create a service class focused landing page

(This came up while reviewing the dashboard with @momack2 on 2024-12-02.)

It would be ideal to have a landing page for a service class that filters down to the SPs that were, are, or close to meeting some/all of the service class SLOs. This would enable a flow of going from “Landing/Home Page → Service class page → SP page”

The need for this is lessoned with something like #9 , but it still makes sense to do at some point. (It's currently lower priority but I've created the issue now so can add extra comments/notes if/when they come up.)
