Clean JNLP construct

first in main build,

removed jnlp in harness and installer, keep readme section for legacy
removed jnlp in apisupport it's not possible on ant suite to create jnlp related because signing key algorithm is not set.

Cleanup project.properties jnlp key

Maybe it will need another round because
javawebstart is still in the build
javafx sample with javawebstart need refresh
some qa-test references jnlp

Is there consensus, that JNLP should be removed? There is https://github.com/karakun/OpenWebStart. I don't say, that we should consider that, but I want to ensure, that just because Oracle abandoned WebStart, does not mean, that there is zero interest in it.

thanks for the link. Was not aware of that.
As build-jnlp build target was not updated to new clusters layout it was building OK 0 file.

Will try an update of the build to have jnlp produced.
