Fix the Android developer options link that is inaccessible in mainland China. The original link https://www.android.com/intl/en_uk/articles/enable-android-developer-settings/is blocked in China, now replaced with the accessible Chinese official documentation https://developer.android.google.cn/studio/debug/dev-options?hl=zh-cn.
