Prepares the 1.21.0 release by updating the changelog content for the release, including a new overview and reorganized entries.
Changes:
- Updates the 1.21.0 release date and adds an “Overview” section to the changelog
- Reorganizes and expands 1.21.0 entries across Added/Changed/Fixed/Engineering
- Adds additional PR references and release notes granularity for 1.21.0
